Hillary Clinton 'unaware' of Bill's Dubai ties

Hillary Clinton, a leading opponent of DP World's takeover of some US port operations, was this week forced to admit that she did not know her husband had advised Dubai leaders on how to handle the growing dispute.

But former President Bill Clinton's ties to Dubai and the United Arab Emirates should not have come as a surprise to his New York senator wife.

Mrs Clinton's own senatorial financial disclosure forms reveal that her husband earned $450,000 giving speeches in Dubai in 2002.

Officials from the UAE also donated between $500,000 and $1m to fund Mr Clinton's presidential library in Arkansas.

It was part of an effort by the emirates, said a person close to UAE officials, to forge a close relationship with a former US president who is influential and highly regarded in the region.

Mr Clinton's admiration for the UAE was last on display in November, when he made his fourth visit to the American University in Dubai and met students participating in the Clinton scholarship programme.

The UAE has also contributed $100m to Hurricane Katrina relief funds – which Mr Clinton had a leading role in raising.

Mrs Clinton's tough stance that the deal represented an "unacceptable risk" to national security has caused UAE officials some consternation.

Regarded as the leading Democratic candidate for the 2008 presidential elections, she has used the deal – which polls show is disliked by most Americans – and the anti-Arab sentiment it sparked to attack the Bush administration on national security, an issue that has been seen as a weak point for Democrats.

Although Mrs Clinton has been careful not to criticise the UAE directly, her stance has put her in the same camp as legislators who openly accuse Dubai of helping to finance the September 11 terrorist attacks and deem the UAE untrustworthy.

Privately, some Democrats see the revelations about his ties to the UAE as a classic Clinton dilemma. Mrs Clinton told the New York Post on Thursday that she did not know her husband had been contacted by Dubai officials two weeks ago and offered them advice on the deal. Although both Hillary and Bill Clinton say he stands behind her on the issue and there is no direct conflict, his relationship to the UAE has complicated her political stance on the transaction.

Meanwhile, the UAE has sought to quell the backlash against the takeover by hiring some Clinton officials - and Republicans - to lobby on Dubai's behalf.

Of course she's going to claim that she knew nothing about it. Who knows what the real truth is? Hillary would probably do or say just about anything if she thought it would get her elected president.

Neil Bush was the most widely targeted member of the Bush family by the press in the S&L scandal. Neil became director of Silverado Savings and Loan at the age of 30 in 1985. Three years later the institution was belly up at a cost of $1.6 billion to tax payers to bail out. The basic actions of Neil Bush in the S&L scandal are as follows:


Neil received a $100,000 "loan" from Ken Good, of Good International, with no obligation to pay any of the money back. Good was a large shareholder in JNB Explorations, Neil Bush's oil-exploration company.Neil failed to disclose this conflict-of-interest when loans were given to Good from Silverado, because the money was to be used in joint venture with his own JNB. This was in essence giving himself a loan from Silverado through a third party. Neil then helped Silverado S&L approve Good International for a $900,000 line of credit. Good defaulted on a total $32 million in loans from Silverado. During this time Neil Bush did not disclose that $3 million of the $32 million that Good was defaulting on was actually for investment in JNB, his own company.

Good subsequently raised Bush's JNB salary from $75,000 to $125,000 and granted him a $22,500 bonus. Neil Bush maintained that he did not see how this constituted a conflict of interest.Neil approved $106 million in Silverado loans to another JNB investor, Bill Walters. Neil also never formally disclosed his relationship with Walters and Walters also defaulted on his loans, all $106 million of them.Neil Bush was charged with criminal wrongdoing in the case and ended up paying $50,000 to settle out of court. The chief of Silverado S&L was sentenced to 3.5 years in jail for pleading guilty to $8.7 million in theft. (Keep in mind that you can get more jail time for holding up a gas station for $50.)

The Emirates' ruling families formerly maintained close relationships with the Taliban and Osama bin Laden, whose hunting camps in Afghanistan they frequented; two of the 20 hijackers in the 9/11 plot were UAE nationals who used safe houses and banks in Dubai; and the A.Q. Khan nuclear smuggling network also used facilities there to mask its operations. Since 9/11, however, the Emirates have cooperated with U.S. operations against al-Qaida, and their state-owned corporations have eagerly participated in American attempts to improve transportation security.

What seems worrisome even to some who might ultimately accept the Dubai ports deal is the "casual attitude" of the Bush administration in vetting the company, as Sen. Carl Levin put it. Considering the history of Bush entanglement with the oil despots of the Gulf, that lax indulgence was bad policy and worse politics.

For the president, his administration's lenience toward the Emirates recalls the unpleasant history of Harken Energy, the loser oil exploration firm that provided him with a handsome profit when he unloaded his shares during the summer of 1990. Years earlier, Harken had been rescued from bankruptcy by timely investments of millions of dollars from the scandal-ridden Bank of Credit and Commerce International, also known as the "bank of crooks and criminals." Although dominated by Saudi friends of Dubya's dad, BCCI was headquartered in the Emirates, specifically in Abu Dhabi.

That may seem like old history, but the first family's intimate connection with the UAE royals has continued without rupture over the past two decades.

Consider the Carlyle Group, the huge, politically wired private equity firm that has employed both the president and his father -- and from which the members of the Bush family and their closest associates, such as former Secretary of State James Baker III, have profited handsomely in recent years. With its sole Middle East office headquartered in Dubai, Carlyle has managed to attract substantial funding from the UAE government, which controls most of the tiny nation's oil wealth and channels that money into foreign investments.

Last year, to cite only the most recent example, Carlyle's newest buyout fund won an infusion of at least $100 million from the Dubai Investment Corp. -- another state-owned outfit created by the ruling families to reinvest the enormous inflows of capital from rising oil prices and oil consumption. If that individual deal with Carlyle represented only a small fraction of the Emirates' investments, the upside potential of the relationship could be far greater in the future. The directors of Dubai Investment expect to invest as much as $5 billion every year for a long time to come.

No doubt Carlyle will ardently bid to manage a slice of those billions -- and the president surely understands that maintaining good relations with the Emirates will enhance the prospects of the family's favorite equity firm. But to deprive Dubai of its $6.8 billion ports acquisition might well have the opposite effect. For a company that trades on its political influence as well as its business acumen, such incidents can be pivotal.

The ports controversy could cause similar problems for Neil Mallon Bush, the president's most troublesome brother, who has become a familiar face in Dubai and Abu Dhabi. Neil Bush seems to be in constant pursuit of investors and government contracts in the Emirates, and is treated there with a respect and deference that have always eluded him in his own country. For reasons that must be painfully obvious, UAE royals have been quite eager to engage the former Silverado Savings and Loan director ever since his eldest brother entered the Oval Office. That embrace only intensified after 9/11.

In October 2001, only a month after the terrorist attacks on New York and Washington, Neil Bush showed up in Dubai to attend a technology trade fair -- and to meet with Crown Prince Sheikh Mohammed bin Rashid Al Maktoum. While peddling the products of Ignite!, his educational software company, Bush was feted as the guest of honor at a gala dinner for a charitable foundation, also hosted by the crown prince. (Former President Bill Clinton and former Vice President Al Gore, who had been scheduled to travel to the Emirates around the same time, both canceled their attendance at those events.) According to the UAE's official news agency, Bush's discussions with Sheikh Mohammed and with Information Minister Sheikh Abdullah bin Zayed Al Nahyan focused on "the world economy in light of recent events." During that visit Bush also met with the UAE's finance industry minister.

Exactly how much money Neil Bush raised in the Emirates as CEO of Ignite! isn't clear, but he managed to acquire a local partner, known as Trans-Data Systems, which is required for doing business there. He returned to Dubai in January 2002 to deliver a lecture on educational reform to a "select" audience of 200 government and education officials from the seven emirates that comprise the UAE. The signs of state patronage could not have been more plain. The Dubai Chamber of Commerce and Industry sponsored his seminar, and the official news agency made sure to note that "the younger brother of U.S. President George W. Bush ... agrees with the vision of General Sheikh Mohammed bin Rashid Al Maktoum, Crown Prince of Dubai and UAE Defense Minister, about adopting new ideas into the existing education system."

During his seminar Bush noted that the "UAE is facing a golden opportunity to lead the world by putting in place a high-speed, broadband access to rich-media content which will revolutionize education in this part of the world." He illustrated this point by streaming a video clip of his son, Pierce, appearing on a television show to discuss his own learning difficulties.

"My father was the 41st president and my brother is 43rd; I think that if Pierce finishes high school, he'll be the 50th president of the United States," quipped Neil Bush. And should he fail to graduate, perhaps he will become a global businessman, just like dear old Dad. Young Pierce -- bearing the name of his mother's family and descended indirectly from Franklin Pierce, one of the worst presidents ever -- must only hope that an indulgent relative will still be in the White House.

Dubai Ports World is controlled by the UAE royal family. The decision to grant the $6.8 billion sale to Dubai was made by the Committee on Foreign Investments in the United States . Who sits on the committee? The Director of the Office of Science and Technology Policy, the Assistant to the President for National Security Affairs, the Assistant to the President for Economic Policy, the Department of Homeland Security, the Secretaries of State, Defense, and Commerce, the Attorney General, the Director of the Office of Management and Budget, the U.S. Trade Representative, and the Chairman of the Council of Economic Advisers. The Committee is chaired by the Secretary of the Treasury.

So Gonzales, Rice, Rumsfeld, Snow, and an other Bush administration officials conducted a security review and decided--unanimously--that the sale did not post a national security threat. How thorough was their investigation? They did not conduct background checks on senior managers of the company, nor did they ask how the company screens its own employees. You know, just in case a terrorist wants to infiltrate the company that now has unprecedented and unfettered access to our ports.

See...here you are making the assumption that we on this board havent tracked those who are involved in the Dubai deal....so....the demo involvment.....came as a hypocritical surprise to us...since we have been over the republican involvment.


And we didnt have to bash anyone in particular to do it....all involved are guilty....left and right.

Im letting you know up front that...we dont tolerate those who want to bash bush....not cause we agree with him....not cause we think he is Gods gift to america.

We have had many who come here with the sole purpose of trashing the pres....as well as america.

They are just as guilty of one sided blindness.... as those who think the pres. can do no wrong....and our country is above Gods laws.

So....I recommend you read the other articles that have been posted and discussed....before you come in assuming that we are in either of the above mentioned groups.

Here...we dont turn a blind eye to the problems of both sides of this issue.

docb, I'd like to address this also. While I can agree that the comments on the Clintons are not very Christian like, the article in th OP is interesting news as Hillary may run for president, and Bill may get appointed to the UN. However, I don't see the need to "rebut with facts about the Bush connection" as it will no doubt cause controversy in this thread. Respectfully, start your own thread if this is important to you, I will read it. And fix your link. Otherwise what you have to say is just opinion. Thanks. Peace

The Port deal also has a lot to do with a NAFTA type pact with the Middle East.

Homeland Security Director Michael Chertoff (I am struggling to keep a straight face right now!) justified this deal by saying that we must balance homeland security with a “robust” global trade. (In other words: “Robust, or bust!”) That doesn’t sound like a balance to me. It wreaks more of a tradeoff for so-called “free” trade, with our homeland security being the loser. As “Homeland Security Director,” either Mr. Chertoff is suffering from an identity crisis, or this puppet’s chief handler in the Oval Office is yanking very hard at the other end of those connected strings.


President Bush, who has adamantly refused to review this deal, has finally spoken, albeit briefly to the American people. He stated that the government” (meaning CFIUS) has checked out DP World and found no problem with our national security in the matter. The only checking CFIUS did was to see if there were any documented complaints currently on file with CFIUS. There were not, and the deal moved forward. Meanwhile, CFIUS has a well-documented history of its own, and choosing so-called “free trade” with other nations over US national security in several instances.
