2nd EU-Israel Seminar (Part of Israel's ENP Action Plan)

Vice President of the European Commission Franco Frattini to visit Israel


Franco Frattini, Vice President of the European Commission responsible for Justice Freedom and Security will visit Israel on Monday-Tues, January 21-22. Will open Jerusalem anti-Semitism seminar and give keynote address at Herzliya conference

Vice President Frattini's priorities include the fight against terrorism, the development of European policy on immigration and asylum and the protection of fundamental rights. Speaking ahead of his visit to Israel, Mr. Frattini said: "As part of my first visit to Israel as Vice President of the European Commission, I am very much looking forward to discuss with my Israeli counterparts, issues of common interest and concern. Among others, the international strategy on counter-terrorism, tackling radicalization, financing of terrorism and private public partnership on enhancing security, the fight against racism, xenophobia and anti-Semitism and the need for stability in the middle East. This is of course vital from a geo-political and human perspective.

I find it my responsibility to work not only towards a European space of freedom, security and justice, but working with our allies and friends to enlarge this space as much as possible based on a shared notion of fundamental rights and freedom"

On the morning of Tuesday 22.1., Vice President Frattini will open, together with Minister Isaac Herzog, the second EU-Israel Seminar on the fight against racism, xenophobia and anti-Semitism. This seminar, jointly organized by the European Commission, the Ministry of Foreign Affairs and Yad Vashem, is part of the implementation of the EU-Israel European Neighbourhood Policy Action Plan.

Later the same day, he will deliver a keynote address at the lunchtime session of the Herzliya conference devoted to 'International Perspectives on the Middle East'.

In addition, Vice President Frattini will meet a series of leading Israeli interlocutors including Minister for Foreign Affairs Tsipi Livni, Minister of Internal Security Avi Dichter, Minister of Justice Daniel Friedman and Minister Ami Ayalon.- Source: By European Union

..."The terrorist groups increasingly use new technologies and are fast in recreating themselves anywhere they operate in the world. Hence, there is much Europe and Israel can do together.

One of the implications of this principle, and at the same time of modern terrorism, is our need to modify relations between the public and private sectors. The interaction between these two actors can no longer be limited to public procurement and export controls. Public-private interaction in fighting terrorism must become more sophisticated as well.

Since 2005, I have sought to intensify public-private cooperation in order to bridge the gap between these two sectors.

One of the major outcomes is a creation of ESRIF – the European Security Research and Innovation Forum - which brings together public and private sectors in a bid to support research on security. 1.4 billion of Euros (2007-2013) has been devoted to this endeavour and I am proud that Israel is a member of this initiative.

Security is not a gift and I believe that, through an improved interaction between public and private partners, through an improved cooperation between Europe and Israel and other Middle East partners, we could significantly improve our citizens' security, as well as security of our common interests.

I commit myself personally and institutionally to assisting Israel and the Israeli people in the years to come with the view to achieving our common goal of peace and prosperity in the region.

Franco Frattini is the vice president of the European Commission and the European Commissioner responsible for Justice, Freedom and Security. He made these comments at the Herzliya Conference on January 22.

"The ESRIF will present a Joint Security Research Agenda towards the end of 2009. This Joint Security Research Agenda will contain, where appropriate, recommendations to public authorities. ESRIF will be established for a limited period of time, until the end of 2009."

"On 11 September, the inaugural meeting of the "European Security Research and Innovation Forum" (ESRIF), gathering about 70 independent experts from the public and private sector, led by the Dutch de Vries, ex-European antiterrorism coordinator (farmer: hand-picked by Solana), took place. The aim of the meeting was to propose recommendations for research scheduling in the field of security related to the Seventh Framework Program (1.4 billion euros for security and 750 million euros for security and freedom safeguard). Stakeholders and Commissioners will actively participate in the Forum activities that will conclude in 2009. ESRIF is part of a progression of programs that includes the activities of the European Security Research Advisory Board (ESRAB) (April 2005/December 2006) and in 2004 those of the Group of Personalities (GOP).
On 19 September, the European Commission published a communication for the fulfilment of the European navigation satellite system Galileo, stranded by the public/private partnership failure that had to assure the funding. The new plan expects public funding that will allow the program's effectiveness in 2013, with a delay of three years on the timetable. The proposal, which will be submitted to the Transport Council in October and to the European Parliament, relies on the drawing of general EU funds corresponding to the Agriculture and Administration funds (2,189 billion euros for 2007 and 2008), to which resources of the Seventh Framework Program are added. This figure covers Galileo (2.4 billion euros) and the European Technology Institute (309 million euros)."
