But as the sovereign debt crisis has intensified, a problem has emerged. Germany is strong, France relatively weak, and often they agree about almost nothing.

So in the past few weeks a kind of politburo has emerged.

Chancellor Angela Merkel and President Nicolas Sarkozy have been joined by one other democratically elected leader - Jean-Claude Juncker, the Prime Minister of Luxembourg, who also happens to chair meetings of eurozone finance ministers.

As the escalating eurozone crisis has toppled governments in Italy and Greece, decision-making is increasingly being driven by France, Germany and a powerful group of Brussels officials

It has been dubbed Europe's Politburo: a "self-appointed body of powerful individuals prepared to topple national governments if they fail to toe the line."

The so-called Groupe de Francfort came together last month at a party for the retiring chief of the European Central Bank, Jean-Claude Trichet.

They met four times at the margins of the G20 summit - and marked themselves out by sporting GdF lapel badges. But who are the "Groupe de Francfort"?

Forged in the fire of a bond market inferno, the so-called Frankfurt Group has grabbed the helm of the 17-nation currency area in a few short weeks.

The inner circle comprises the leaders of Germany and France, the presidents of the European Commission and of the European Council of EU leaders, the heads of the ECB and IMF, the chairman of eurozone finance ministers, and the European commissioner for economic and financial affairs.
