A Sleight Change?!

It's amazing what changing a few words can accomplish. Since I began linking to the speech given by the EU's Margot Wallstrom, a sleight change occurred. This is how it read before:

"the European Neighborhood Policy does not replace the process launched ten years ago in Barcelona. It renews it, clarifies it and breathes fresh life into it."

Now it reads:

"the European Neighborhood Policy does not replace the process launched ten years ago in Barcelona. It adds to it and makes things happen." ( After I posted this commentary, the whole speech was removed. When it reappeared, it had been modified. Now, the idea that the ENP was confirming, or reviving, the Barcelona Process had been greaty reduced. Could FulfilledProphecy have had something to do with that?)

Question: How can a speech suddenly change after its been given?

Answer: Eurospin. It can even be retroactive.
