America's troop reduction in Europe is another big boost for Javier Solana. Now the European Union's member states will have to do something to fill the security void. And, that something will have to be centered around Solana. The primary responsibility will fall on the big three -- Britain, France and Germany. A report in the online EUbusiness puts it this way: The decision "should focus minds in London, Paris and Berlin about the EU's role in global security policy," former NATO top commander Joseph Ralston and ex-German chief of staff Klaus Naumann wrote in the Financial Times Read about it here. of a chess player who realizes his opponent's next move will be in his

Here's where it gets interesting. In this case, Solana's main opponent has been the big three -- Britain, France and Germany. Since the EU became a group of 25 nations last May, these three EU states have formed a directorate so they could maintain as much control over the new, super EU as possible. For example, instead of sending the man who is supposed to be in charge of the EU's foreign policy, Javier Solana, to deal with the Iranian nuclear problem, the big three sent their own foreign ministers. And, as I've reported awhile back, so far they've made a big mess of it. But, now that America is withdrawing troops from Europe, I think even the big three will see they won't be able to fill the security void without Solana. Why is this so interesting? Because, if Solana takes control of the EU's security away from the big three, it could be said he subdued three leaders from his 10-nation military alliance.
