I assure you, I'm not trying to be dramatic. That's really the way I see what's happening in the European Union -- a Solana War. You see, we're witnessing a battle for control of the EU's foreign policy between the Commission and the Council. And, in the middle of this conflict is the man who just delivered the international community's peace deal to Iran -- Javier Solana. I chuckled a little when I read this story about a new proposal from EU Commission President Jose Manuel Barroso Read about it here. It reminded me of the movie, The Mouse that Roared. Power still rests in the EU with the heads of the Member States. They meet in the Council. So, there's no way they want Barroso and the Commission taking the lead in matters of foreign policy -- as his proposal suggests. So, they naturally start throwing up road blocks Read about it here I And here. What's funny too is these heads of state who meet in the Council don't trust each other either. So, while doing war against the Council, they also war between themselves. Where in all this do we find Solana? As I said earlier, he's caught in the middle. In order to carry out the EU's foreign policy, Solana needs the Council where he is Secretary General and High Representative, and he needs the Commission where he has access to EU funds. When the smoke settles and this war between the Council and the Commission is over, I wouldn't be surprised to see only one person left standing. And, it won't be Barroso. 06-08-06
