The sudden collapse of the Soviet Union created a power vacuum on the European Continent. And the bewildered EU beast found itself in a confusing state of mind. Some of its little heads wanted America to fill the power vacuum. And some of its little heads thought the EU beast should be big enough by now to fill the power vacuum itself. 

To make things worse for the poor creature, in May it will have 10 more little heads. This will confuse it even more. What's the EU beast to do?

If you were the EU beast, what would you do? But before you answer, remember what you are. You are a completely self serving creature driven by Godless intellect and natural instincts.

I know what I would do if I were that beast. I would feel like it was time for me to stop worrying about all my little heads and start thinking about myself.

For one thing, I certainly wouldn't want America filling the power vacuum. I would want to do that myself. So, I would look at what I have to do it with. I'd ask my 10 horns if they were up to the task of filling the power vacuum in Europe.

Here's where we need to think like horns. If you where the horns on the EU beast, how would you answer that question?

The first thing the horns would have to do is gather together to discuss the matter. And once again we run into that problem -- too many heads. You see, the EU beast's horns are on 10 of its little heads. And like I said before, these heads are all wanting different things.

Now where's the EU beast to turn?

Here's what I think: The EU beast will turn to its little horn -- the one responsible for making its 10 horns what they are today. The EU beast will instruct its little horn to pick from among its 10 biggest horns, devise a foreign policy strategy, and go to work filling the power vacuum with whatever tools it has available.

Is that what's happening? Let's take a look at the news.

The EUobserver is reporting two of the EU beast's big horns -- Germany and France  -- are calling for the EU to lift its 14-year ban on sales to arms to China. This comes shortly after both horns paid a trip to China, and the EU beast's little horn has successfully negotiated a new strategic treaty with China Read it here.

The EUbusiness Website is reporting big horn France is calling for a strategic partnership with Russia. This comes shortly after the little horn successfully had negotiated a new strategic treaty with Russia Read  it here.

The EUbusiness Website is also reporting big horn Britain has decided to join with big horns France and Germany to "ensure that they are behind the wheel" of the EU beast when it has 25 heads Read it here.

And Reuters is reporting the EU beast is "actively expanding its foreign policy to try to boost stability."  Understanding the implications, the Reuters's report was titled, "EU Takes Foreign Policy to New Territories." And, it credits the little horns strategy for getting the job done Read it here.

You know what? It does look like we may be right about the EU beast starting to think about itself.

So, does this mean the EU beast is now in control? Unfortunately for the beast, the answer is no. You see, the EU beast's power is still in its horns. And the way it is now, that power is concentrated in its three biggest horns -- Britain, France and Germany.

But, don't feel bad for the EU beast.

Its day will come.
