The document begins under the heading, Financial Perspectives 2007 - 20013. Then it says, Europe as a global player. And, the last line reads, Legislative package for external actions. If you've been following my reports, the words "global player" should be familiar to you. The EU's High Representative Javier Solana uses them all the time. He says, if the EU wants to become a global player, the 25 member states need to begin working together. In other words, they need to cede their individual foreign policies under his leadership. Back to the budget document. We students of Bible prophecy don't have to understand all the details. As far as prophecy is concerned, only a few things are important. First, the opening page of the document tells us there is a seven-year duration to what follows. Second, it tells us its goals -- to make the EU into Solana's global player. And third, it provides the legal basis in which to achieve these goals. There is one detail, however, that might be good to mention. It's found on page 16, and on a close-up that I added on page 17. The close-up is posted below. Please notice what I underlined in red. Not only do the EU heads want to finance Solana's global security schemes for periods up to seven years, they want him to follow up with reviews of each program mid-term. As far as prophecy is concerned, our attention must now turn to Israel. Israel was the first nation to sign its European Neighbourhood Policy (ENP) action plan. However, when the new funding instruments contained in this document begin on January 1, 2007, the so-called "new" ENP enters into force -- the one with action plans and programs up to seven years, and mid-term reviews. That's why I suspect the end-time stage could be now set perfectly for the foretold 70th week of Daniel (Daniel 9:27). This is also the seven-year period that is popularly known as the tribulation period. But, as you may know, I don't agree completely with the popular view. However, this is an issue for another commentary. Back to the 70th week. Will it begin on January 1, 2007? Friends, I can't say for certain. You see, I too share all your doubts and concerns.
