I wouldn't count the EU's High Representative out yet. In fact, he's already stepping back up to the plate. He's got an idea to save the day. The EU's new constitution calls for important structural changes within the EU system. Why not build them anyway?

Solana's words reminded me of that line in the movie, Field of Dreams. If you recall, they were, "If we build it, they will come." Solana said:

Solana is talking about the EU's new diplomatic service that was to be created to help the new, super Foreign Minister that was called for in the new constitution. This Foreign Minister was to come on the scene on January 1, 2007. Evidently, Solana is suggesting to the EU heads that they go ahead and build their new diplomatic service anyway.

In other words, if we build it, he'll come.
