In my last commentary I said I agreed with the EU's High Representative, Javier Solana. When Solana was asked what shape he thought this new, super EU would finally take, Solana said the EU would become a super power, but not a superstate. The reason I agreed with Solana on this issue is because this is how the Bible prophecies appear to described this end-times revival of the old Roman Empire -- like a mixture of iron and clay. The Bible says it will be a divided kingdom, but it will have in it the strength of iron (Daniel 2: 41). Yet, when you think about it, what the Bible describes is a difficult image to comprehend. And what Solana said is equally difficult to imagine. How can the new EU become a super power with out becoming a super state? Well, this report may provide our answer. Radio Free Europe is reporting a leading intellectual by the name of Stuart Holland may have come up with a better voting concept than the one found in the EU's new Draft Constitution. Holland calls it "enabling majority voting" (EMV). Unlike the qualified majority voting (QMV) system provided for in Draft Constitution, the EMV voting system would allow a "multispeed Europe." This means the countries that wanted a deeper integration in some area could go foreword, while allowing other countries who didn't want this deeper integration not to participate (Read about it here). If you've been following what's going on in Rome at the EU's important Inter-governmental Conference, you know things appear to be in a mess. Although it was hoped the new Draft Constitution would be accepted as is without changes, this is turning out not to be the case. It seems almost everybody wants to make changes. And at this rate the new Constitution wouldn't be accepted by the December deadline hoped for. Now somebody may have solved their dilemma. With enabling majority voting, everybody can have what they want. For example, in the sticky area of defense, those countries who wish to integrate more deeply will be able to do so, while those who do not wish to do so won't have to until they feel ready. In other words, this new super EU would be like a mixture of iron and clay. It would be a divided kingdom, but it will have in it the strength of iron.
