Pedestal without a Monument

I don't have time today for many words. However, I don't think many are needed. The Scotsman, reporting about the EU's coming June summit, began with few words that spoke much. The report said:

This week's European Union summit looks like a pedestal without a monument Read about it here.

Later, the same report said:

Javier Solana -- increasingly Europe's voice and face on the world stage -- sees no urgent need to change the wiring diagram on external relations.

Why did the report say Solana's stature in the EU was increasing? For one thing, Solana may have pulled off his greatest diplomatic feat if it turns out he successfully brokered a deal between all concerned principles in the ongoing crisis with Iran Read about it here.

And if this turns out to be the case, it's also apparent that he achieved his diplomatic success because of another, his 1995 Euro-Mediterranean Partnership for Peace Read about it here. You see, nothing else can explain how he managed to bring together such long time enemies as Israel and the surrounding Arab nations.

Now, the Scotsman is saying the EU's coming summit looks like a "pedestal without a monument." But, it's also saying Javier Solana is, "increasingly Europe's voice and face on the world's stage." Could the Scotsman actually be making a very subtle suggestion?

Is it hinting the pedestal could have its monument?
