Behind the news reports coming out of Europe an intriguing drama is playing out. Although we're only getting bits and pieces, as we bring the pieces together, an understanding of the drama may be possible. And, once again, what we're seeing may be biblical.

To begin with, we keep hearing about an on-going conflict over information going on between the European Ombudsman and the Council of Ministers. Upon closer examination, it actually appears to be a battle between Ombudsman P. Nikiforos Diamandouros and Council Secretary General Javier Solana.

From what I've been able to gather, this battle goes back to around June of 2000. This is about the time the 10-nation Western European Union (WEU) adopted its Assembly Recommendation 666. A month later the Council adopted the infamous Solana Decision. This action amounted to a clamp-down on the public's access to documents the Council deemed secret.

It was said during this time that it was the US and NATO culture responsible for what Solana was doing in the Council. However, one must keep in mind that Solana was once the Secretary General of NATO. And, he was, and still is, Secretary General of the 10 NATO/EU nations that make up the WEU. So, I strongly suspect that something more than just NATO culture may be going on here  -- especially in light of Bible prophecy.

This brings us to today's news Read it here. Solana's new terror tzar, Gijs de Vries, has given a speech where he spells out how far the EU has come in its war against terror. And, he has also spelled out where the EU is still lacking. One of the areas lacking, says de Vries, is the EU's failure to approve its new Constitution. 

Why does the EU need its new Constitution? The report provides an interesting answer. François Heisbourg, the director of a Paris-based think tank, suggests it's because the EU needs its new, super Foreign Minister in place. Heisbourg said:

The EU needs a single post that coordinates rapid response decisions for both the European Commission and the Council of Ministers. Right now, there is no one individual who can do that and who can address the public across Europe in the event of an attack. If we have a cross-border attack, the EU either rises to the occasion or it dies.

So, like I said before, behind the news there appears to be a drama playing out. It looks like there may be factions within the EU -- specifically, within the Council of Ministers -- who want to take the political reigns of the EU into their own hands. And, they may want to do it with no public scrutiny or democratic oversight. If you recall, the Solana Decision was even seen by some reporters to be  a coupe -- a 10-nation military coupe.

As far as Bible prophecy is concerned, this is exactly the type of drama in Europe that we've been expecting. However, in my opinion, we shouldn't get too caught up in the common reasoning. I don't think it really matters if the EU's new Constitution is ever ratified. The way I see it, the final events of prophecy may already have all the legal framework necessary.

Here's why I say that. In Revelation we read:

The ten horns which you saw are ten kings who have not yet received a kingdom, but they receive authority as kings with the beast for one hour. These have one purpose, and they give their power and authority to the beast (Revelation 17:12-13 New American Standard Bible).

You see, all it will take for the above prophecy to be fulfilled is for 10 kings to willingly give their power to one man for a period of time. And, if the emergency powers provide in the 10-nation WEU's Recommendation 666 are invoked, that's exactly what could happen.
