Just yesterday I reported how I believed French President Jacques Chirac pitched Solana World in his recent speech to the U. N. General Assembly. Chirac called on the international community to recommit themselves to the establishment of international law and order. And, he called for an overhaul of the UN Security Council. How did he want to overhaul the Security Council? It appears Chirac wants to increase the number of permanent members from five nations to that magic number of Bible prophecy -- 10. Who does Chirac think should be allowed to become new permanent members of the Security Council? Well, after mentioning Germany and Japan, Chirac went on to suggest large countries in Asia, Africa and Latin America. Yet, it's interesting to note the timing of Chirac's speech. Just a few days ago it was announced that the European Parliament will be soon releasing a paper on reform demanding that the EU be given a permanent seat on the UN Security Council (Read about it here). Question: Could this be the real reason Chirac is at this time calling for the overhaul of the Security Council? I think it could. You see, Chirac's speech fits perfectly with the EU's High Representative, Javier Solana's, new security doctrine for the EU. Part of Solana's new doctrine is the creation of an new international order. And for Solana, this means the overhaul of the U.N. Security Council. Why does Solana want to overhaul the Security Council. Because, from the moment he put on his hat as the EU's first High Representative back in 1999, he has dreamed of having his own permanent seat on the U. N. Security Council.
