This is strange: Just the 19th of June Javier Solana delivered his new, 10-page security doctrine to the EU heads at their summit in Greece. And, it's already being implemented.

Solana's security doctrine is titled, "A Secure Europe in a Better World." And, it has three basic parts. First, it calls for the EU to contribute more resources to establishing economic and political stability in their neighborhood. Second, it calls on the EU to build an international order. And third, it calls for the EU to strengthen its civil and military capacity to deal with the threat of weapons of mass destruction and rogue states.

As I said in before, the surprising thing was how everybody loved Solana's new doctrine. Not only were all the bickering EU heads able to rally around it, the Bush administration also endorsed Solana's plan a few days latter at the EU/US summit held in Washington. 

Now, it looks like Solana's better world is already beginning. The EUobserver is reporting Solana is proposing the EU launch a civilian operation into the Democratic Republic of Congo (Read about it here). The interesting thing about this is, this civilian operation is a follow-up to an already on-going  EU military operation. And, this military operation in the Congo is the first deployment of Solana's new Rapid Reaction Force for combat purposes.

Those of you who have read my book, Recommendation 666, will already understand the possible implications of this historic change in the EU's foreign policy doctrine. What we're seeing is the first use of Solana's new Rapid Reaction Force. This force is made up of both military and civilian organs. Its stated purpose is for crisis management. This crisis management includes peace-making and peace-keeping.

Here's my point: It is commonly believe the coming Antichrist will rise to power through deceptive programs of peace. In other words, we may be now witnessing in the Congo the beginning of the coming Antichrist's global empire. 

Taken alone, this is big news for students of Bible prophecy. You see, the EU's Rapid Reaction Force was created by Solana from a 10-nation military alliance that he was made head over back in November 1999. However, there is more news -- much more.

Now Russia's ITAR-TASS news agency is reporting that Solana has just completed negotiating a deal with Russia also. Evidently, the EU and Russia have agreed to establish a pan-European catastrophes center.  This center -- like Solana's Rapid Reaction Force -- will be made up of both military and civilian elements for the stated purpose of crisis management. And, believe it or not, it will included all the countries on the European continent (Read about it here). 

Yes, it looks like Solana's better world may be already beginning.

And, it started with Recommendation 666.
