With 10 new member states to deal with and the Constitutional issues still unresolved, the European Union may be nearing the point of explosion. If you recall, I recently reported France and Germany are so worried about British PM Tony Blair's decision to allow the British people to have a vote on the EU Constitution, France and Germany are working on a plan where only part of the Constitution can go into force Read about it here. I was wondering what part of the Constitution France and Germany might want to go into force before complete ratification. Now we may know. The EUobserver is reporting High Representative Javier Solana is officially asking to be the EU's new Foreign Minister called for in the Constitution. But that's not all. Solana is asking that the position be given to him now -- before the new Constitution goes into force Read about it here. Like I said, the EU balloon is about to explode. In the mean time, the EU's foreign policy urgently needs to go foreword. Hard realities demand someone at the wheel now. And the democratic ratification process of all the member states could take years. That's why France and Germany have come up with another proposal. They're suggesting changing the rules to allow the new EU Constitution to go into force if only 20 out of the 25 member states approve it Read about it here. So, Solana wants the job now. And if he gets it, he will have almost dictatorial control over the EU. Not only will Solana still be Secretary General of the Council of the EU and 10-nation WEU military arm, he will become vice-president of the European Commission.
