What Herb thinks
Solana Right Again

If you've been reading FulfilledProphecy from the beginning, you may remember when I posted a commentary where the EU's High Representative Javier Solana said the EU would become a superpower, not a superstate. Well, it appears that's what just happened with this new EU Constitution.

Recently, I've been reporting the power struggle between those who wish to create an EU superstate within the EU Commission -- like France and Germany, and those who want to leave the power with the member states within the Council of Europe, like Britain and Italy.

Well, according these reports, it looks like the power will remain with the member states in the Council. British PM Tony Blair is openly claiming victory for those who don't want to see an EU superstate Read about it here   I   And here.

And this brings me back to what Solana said long ago -- the EU would become a super power, not a superstate. You see, even though the job of Commission President was proposed for Solana, he instead held out for the new, super EU Foreign Minister post.

Here's my point: If Solana had accepted the Commission Presidency, he would have been on the losing side of the power struggle. But by holding out for the super Foreign Minister post, he placed himself on the winning side in the Council.

Solana was right again.
