Solana's Global War

What's the word I'm looking for? In a recent article published in the Financial Times, the EU's High Representative, Javier Solana, sounded almost ... well ...

As you may know, yesterday the EU heads presented Solana with a breathtaking array of new powers to fight the war against terrorism. And in addition to these new powers, Solana got a terror tsar, Gijs de Vries, to help him use them. 

On the same day the Financial Times published Solana's article. In it Solana listed three key ways the EU should fight the war against terrorism. First, Solana said the EU should beef up its existing co-operation between member states. Second, the EU must tackle the underlying causes of terrorism globally. And third, Europeans must exercising and defend the democratic rights they all hold dear Read about it here.

But, it was the last paragraph that struck me. It didn't sound like it was coming from just an EU official. It sounded more like it was coming from a head of stated leading his people into a war. Here is what Solana said:

Europeans know the fight against terrorism will not be easily won. There will be many silent successes but there will also be setbacks. Our successes must not breed complacency, just as our setbacks must not provoke despair. We must harness all our energies to fight for the rule of law, within the rule of law. Terrorism attacks the values on which the European Union is founded. It will be overcome by adherence to those same values. 

Here Solana sounds almost ... well ... that's it!
