It appears I was both right and wrong. I was right that a deal about the new, super European Union presidency had already been made between France and Germany behind closed doors. But, I was wrong about the kind of deal they had made. They haven't decided on a single president over the Council and Commission, they've decided on a dual presidency (Read about here).

However, I knew a compromise had to be reached. France and Germany have always been at the opposite ends of this debate over the new structure of the EU presidency. France is for a strong president in the Council, and Germany is for a strong president in the Commission. Now, it appears they have come to the conclusion at their summit that they can have it both ways.

Although the final decision is to be made by the Convention on the Future of Europe, some think that what type of plan France and Germany -- two powerful countries on the opposite end of the debate -- can agree to, is the only plan could ultimately fly.

Some students of Bible prophecy may see this dual EU presidency idea as a set-back to the fulfillment of end-times prophecy. After all, according to prophecy, one strong leader is due on the scene over this modern day revival of the old Roman Empire -- not two. And, what ever type of presidency the EU heads finally decide on will be around for years to come.

However, I don't think this is necessarily the case. Here's why:

No matter how much you strengthen the Commission and its presidency, the Commission isn't the agency in control of things -- it's the Council (Read about it here). If at the end of the day the heads of state who meet in the Council don't approve what the Commission wants to do, it won't happen. So, although the Commission may get its stronger president, it will still just be the Commission.

Furthermore, the agency that is actually in control of things -- the Council -- will also be strengthened. Under this new plan, it too will have a stronger presidency. And, if you've been following my commentaries, you know that I suspect this would happen. Why?

Because, according to the prophecies, a 10-nation alliance -- the 10-horns -- will appear on the scene to rule over this revived form of the Roman Empire. And, as I write, there happens to be a 10-nation military alliance in the EU with its headquarters in the Council.

And, the United Press International reported yesterday that another decision was made at the Franco-German summit that hasn't yet been made public. According to this report, the job and $8-billion budget of the Commissions External Affairs Commissioner, Chris Patten, is to be given the High Representative of Foreign Policy, Javier Solana (Read about it here).

Here's my point: Solana not only represents the heads of state who meet in the Council, Solana is also the head of the EU's 10-nation military alliance.

In other words, it's possible the deal that's been made behind those closed doors has yet to be fully revealed. And, once again, Solana may be the real winner in this battle for control of the new, super EU.
