In the world of diplomacy, the order of official visits means something. And interestingly, on his first official trip overseas after becoming the United Nation's new Secretary General, Ban Ki-moon paid a visit to a non-state entity. He went straight to Brussels to visited the top officials of the European Union (EU). And, the first EU official that Ban visited was High Representative Javier Solana.
